New PC Issue

Short story is as follows: I press the power button, fans and lights turn on and spin for about 30 seconds, no image is outputted to the display, the system restarts and the cycle continues.

Specs are as follows:

4790k

Gigabyte H97 Mini-ITX motherboard

EVGA GTX 980

Cooler Master V750 PSU

Corsair Vengeance 16gb RAM

(I figured those were the only relevant specs)

you can try removing the gpu and see if it boots it works for me once. idk no harm trying it
