Do you have integrated graphics? if you do, you should try using that instead. You'll see if it really is your card or not. Also try with another gpu (if you have one). if its the card that's really defective i think its an rma case...

Make sure your GPU is pushed in all the way. Don't be afraid to use force. When I was experimenting with my PC something very similar to this happened.
