So my pc is fairly old, i purchased it in 2012 from Cyber Power PC (which i now realize was a mistake) and it has been pretty ok for my entire time of having it, just minor issue that i fixed over time and havbe gotten through and havent experienced since (over heating, FPS issues, etc) but recently ( a few days ago) a new issue surfaced... just to get this out of the way first here are my PC specs.

 

Windows 7 Pro (64 bit)

 

Intel® Core i7-3820 CPU 3.60GHz

 

16 Gb of RAM

 

MSI 660 Ti 

 

Now onto the problem, while in most applications (games, Photoshop, Sony Vegas, etc) every 1-2 seconds there is a stutter, the stutter doesnt last much longer than half a second and than its gone. my fps stays the same and all that jazz, just that stutter every few seconds and its the most annoying thing you can imagine. I havent changed anything major to the PC recently apart from installing a extra hard drive a few months ago, but the problem is fairly recent like said above. All of my graphics drivers are up-to-date according to NVIDIA GeForce Experience.

Is the GPU overheating? (You can check using an application called Open-HW ( http://openhardwaremonitor.org/ ))

 

If not, try re-installing the drivers.

 

If that doesn't work, I may to due some more research.

I know that my GPU isnt over heating, i used speed fan and MSI Afterburning to keep it cool, i also have water cooling in my PC which i neglected to mention

would i just go into the device manager and delete my graphics driver from there?

and than use geforce experience to install a new one

Alright, what graphics settings are you using in the games (Please be specific on game, and graphics quality).

I do not believe that it is the graphics settings as the game i keep testing it on (war thunder) i get 60-120 fps on it, but i used movie settings. I have also tested it in less graphic intensive games and more grpahic intensive games (civ V and crisis :P) and still have the stutter

Well graphical presets can effect the gpu's perfomance, as it could be over-saturating the memory bus.

i dont believe it is the settings as i have always kept the same setting and this problem started recently, perhaps my graphics card is just dying...

Well, that could be true.

 

Maybe you could try re-appling thermal compound to the gpu?

 

also, whats your RAM usage look like?

my ram usage isnt to bad, it doesnt max out very much. At least point im thinking of insted of getting audio equipment for my youtube this Christmas i might just get a new graphics card
