Odd issue

Basically, my computers always have had the issue with videos where when It starts or sometimes mid way through (usually do a drastic change in colour) it doesn't display properly.

This is what I'm talking about, as soon as its given time to sort itself out its fine, or if it changes to a different scene or if I restart the video. Its like this in chrome, windows media player etc.

 

Any ideas?

It's definitely not the graphics card, seeing as I got a new one only a few days ago.

It started ages ago, then stopped, and recently started again
