Network Bandwidth Question

So I'm at college and the total bandwidth that is available for students is 100 Mb/s, not enough but that's besides the point. Using speedtests shows that I'm getting about 1 Mb/s during high usage times such as right now. I just started the download for Star Citizen 2.0 which I'm getting nearly the full 100Mb/s for. Is it possible that because the SC downloader uses a different port compared to web traffic that it isn't being limited by other peoples usage.
