simple monitor

Hello, I am looking for a monitor with 1-2 HDMI ports for my Macbook Pro and Xbox. I am simply looking for a 1080p 60Hz IPS panel with a refresh rate of about 1-3ms. I would also like the monitor(s) to have good reviews. Budget is about $150. Thanks in advance.

You won't find an IPS panel with a response time lower than 4ms.

No, they literally are meaningless. It tells you absolutely nothing about how much ghosting the monitor will have. See the link in my description for more details.

Most people who worry about response time aren't looking at those numbers for ghosting measurements anyway.

 

They're looking for BS they're fed about input lag. Which again - don't have the impact people think they do - but still say something.
