DAC/AMP suggestions

Can someone suggest me a dac/amp to connect to my pc that is of decent price?

 

I have ath-m40x and promedia 2.1's that get static from my onboard. ATM I have the speakers plugged into my monitor and I have a portable Fiio 06 that came with the headphones, but am looking for a different solution. I see a lot of people recommend the E10k by it's pretty expensive. One of the creative sound blaster (either full unit or Xi-Fi go) look like they could be an option since it supports mic too.

Where is your audio gear plugged in? Back? Front? Both? Are there power cables nearby your PC? How's the cable managment? Proximity to graphics cards? Drivers and BIOS up to date?

 

Yeah, I've tried front and back ports. I've played around with moving power cables and such, but it didn't change anything. Also everything is up to date. Speakers and headphones put out static and when I'm playing games they pick up whining from the GPU fan. It's worse in the front. With the Fiio E06 connected I don't hear any interference (plugged in the back). But that's battery powered and not a permanent solution.
