Config not saving when edited?

Hi so last time I had issues with allocating RAM but now I've fixed that. I have a different problem and a problem that I didnt notice until today. It seems in my minecraft server folder (local spigot server) my saves don't change whenever i edit the config.yml folder. I always change it to a .txt folder then save and and change it back to a .yml folder. However, no matter how I save or what I change, it doesn't save it and is just the standard when I launch my server. Any help?
