It's cheaper to use AIOs, definitely. And if you have the same radiator surface area, there would be little difference in performance.
Custom loops are often quieter (better pumps, more rad space allows for lower RPM fans), and potentially better performing if you have more rad space than an AIO.
IMO, it's normally not worth it from a performance standpoint alone. It's more for the looks, process of doing it and how quiet it can be.
