Can't set up CPU voltages correctly

CPU: i5 6600k

Mobo: Asrock Extreme4+

 

I'm trying to setup voltages to do my OC test, but I just can't get it to the numbers I want. Right now, I'm aiming for 1.27v, so I when ahead and put mode as "Fixed" and set it to 1.27.....

 

But when I went ahead and run a stress test, it only went up to 1.23 and failed . I thought it was the LLC, so I proceeded to tweak it. I only have Auto and Lvl 1~4 as options here. And there's the problem: Lvl4 ends up with 1.23 as the final voltage, but Lvl 3 jumps up to 1.29, with higher leves skyrocketing even more! WTF!

 

Did I miss something?
