Alright I found the exact problem. I entered Nvidia GeForce application and I looked and there was a section called on Battery 30FPS. I entered the settings and disabled it. Thanks Everyone who replied!

if you want better peformance in minecraft, use Optifine :)or, evereyone that play Minecraft should use Optifine :)
