Max i would say about 400-500 dollars depending on the difference in performance (for example if its worth the extra hundred for a big performance boost over something i could get for 400 ill go for it)

This should do you plenty of good. 4 good cores and will run new systems. It is NOT a K series processor and cannot be overclocked.

Ok so I recently built a PC to my budget and was planning to add parts and change parts out as I can come to afford them, I was just wondering what is the best bits to add to or change out first to improve my overall system and gaming ability.

any suggestions? im looking for affordable yet powerful gaming spec stuff so not too high end but enough to give me good results

Give me a budget and ill get you a better CPU. i dont know what you are thinking for budget wise.

in that case get a new skylake i5 (locked if you want) and a h107 mobo
