Correct Clock and Framerate for Fallout 4

I have an fx 8350 oc to 4.4ghz, msi gaming 970 motherboard, 8gigs ram, xfx r9 280x black edition.

Recently I noticed that when I was on the desktop the clock of the graphics was 300mhz and the vram was low to. I do not know if it goes up in games but in the city part in fallout I am only getting like 22 fps. Is this a normal Framerate for this card? My temps never go over 45c. Is there some thing wrong with my setting or graphics card? I tried to put it back at 1080mhz but it did not work.

Turn off Godrays and turn shadows to Medium

GPU: Zotac AMP! 2080 Super

STORAGE: 250GB ADATA SSD / 500GB WD Blue SSD / 1TB WD Blue HD
