FTP Server for Mobile

I just got a 200gb SD card for my phone and I want to configure an FTP server to it so I can wirelessly transfer backups for my website as well as music no matter where my phone is at. Everything I've tried so far limits to wifi connections which I do not want. How can I configure a dynamic IP FTP server to run off of my phone?

 

Can I create a custom an ip redirect on my website, and then attach that to a mobile client like no-ip?

 

 

Tried a bunch of stuff that didn't work. 

 

Created noip account

downloaded a noip updater

downloaded ftp server app

 

Did not even acknowledge the connection.
