can we mix nvidia and ati whit the new directx 12 (i have some issue whit after effect because adobe dont support ati)

Maybe... It's theoretical, but I doubt it will be implemented in any meaningful way.

That feature of DX12 must be supported by the software made using DX12, so you will only be able to use multiple GPUs from multiple manufacturers if the developer makes it possible in the development process.

i curently have : MSI Radeon R9 390 DirectX 12 R9 390 GAMING 8G LE 8GB 512-Bit GDDR5 Video Card
