What language is your keyboard set to in windows?

It might be that it's in a different language. When I change between English and Swedish, the @ key changes.

norwegian i think

If you have the option to set the keyboard to English, try that and hold shift + 2, that should make a @. If it does, try changing it back to Norwegian and then try whatever you're used to.

Make sure it's US English for that. For British English keyboards, @ is Shift + '

Oh, ok it's almost like in Swedish then. For me it's still altgr + 2 when I've got it set to swedish. Try opening the on-screen keyboard and press shift to see if you can spot the @ sign. Or else, AltGr etc. Just try it until you find it.

You could try this: http://www.microsoft.com/en-us/download/details.aspx?id=22339

Don't know if it'll work with Windows 10 though. It was released back in 2007.

But you could look into similar tools like it to make your own keyboard layout.

EDIT:

Or this one http://www.kbdedit.com/

Not an official Microsoft tool and I haven't tried it myself but they claim that it works with Windows 10.

EDIT 2:

You could also try simply using a macro key for it or something similar if you want.
