The bundled windows photo viewer is my viewer of choice. It's lightweight,free,simple... Above that you're talking Adobe Bridge or something along those lines. To be honest, unless your job calls for tons of photo viewing, it's really not worth it.

From what I know, it involves HTML5 which is still relatively new. Looks like nobody has really come out with a viewer yet. Google Chrome or Firefox might be good alternatives. Or, VLC might do it as well.
