Hi,I want to overclock my cpu that is an AMD Athlon II x4 640 3.0ghz. Can I overclock this cpu to 3.5ghz without touching the voltage?

Firstly, that's a smallish clockspeed increase so you should be able to in my opinion - but again that depends on your board and the chip.

Secondly, it's not an unlocked chip so overclocking is going to be more difficult.

Lastly, whether you'll need extra voltage entirely depends on your particular chip.

You own it why dont you try and find out? just make sure you change memory and clockspeed before changing voltage if you get artifacts or bluescreen turn up the voltage.

EDIT

Screen artifacts you only get on gpu but whatever if you run into problems its mostly likely voltage. 

Also run benchmark and look at temperatures to see if everything is working correctly.
