I was playing with the vsync on in the NVIDIA CP and than i turned off and now i have problems again , i cannot go more than ~40 FPS in game, at the start of the round i have ~60 but than it drops to ~40 even if in the main menu there is ~100 FPS and on loading screen there is ~200 FPS , vsync also turned off in CSGO. I play on High Graphics and also tried with low graphics but the same problem.

PSU: be quiet! Straight Power E10 700W CM
Graphics Cad : Asus Strix GTX 960 DCII OC 2G
Motherboard : ASUS P5G41T M LX
CPU : Intel Pentium Dual Core E5700 @ 3.0 Ghz (2 cpus)
RAM : Kingston 1333Mhz 6G(2+4)
Monitor : Samsung SyncMaster 720N

That CPU might be too weak for the 960, so it throttles back performance (not intentionally) 

But if it started having issues after you turned off Vsync.... just put it back on?

i had that problem with the vsync on and off its the same maybe with the vsync on the fps is even lower , and yes maybe the old architecture of my cpu cannot handle the new powerfull gtx

i don't know i dont remember cos i didnt have this graphics card and i had 2 gigs ram and ofc the cs go wasnt updated :(

 

Then very well could be a cpu issue. I think csgo is more cpu intensive than gpu intensive
