I have $400, I'll be doing some minor overclocking, and I want it to be cool and I don't mind noise but I prefer it to be quite. Any suggestions?

 

Get either 4GB version (Gigabyte Windforce 3x GTX 770 4GB for example), or get 7970. You will be disappointed in approximately 1 year with your card being held back with low amount of vram. 

So... If Jesus had the gold, would he buy himself out instead of waiting 3 days for the respawn?

I doubt 1080+ is going to become standard within a year.

MSI Gaming N770 TF 2GD5/OC GeForce GTX 770 is a good card that offers great cooling and is very quiet.
