I wouldn't exactly say better value per-se... but better balanced. I mean, 965M is generally something like 80% stronger out of the box and can be overclocked too... just that only at the limits of overclocking an 860M will you even begin to encounter memory bandwidth limitations, whereas at the 965M's start you could. It's not much more expensive either. 

it is quite a bit more expensive where I live - 860m/960m/850m/960m hold the market from 750 Eu to 1250 Eu and the 965m starts at around 1250eu to 1400eu and then the 970m and 980m take residence

Whether or not people charge a lot for the notebooks is irrelevant. The cards themselves are very close in price. The 970M is about $400 USD. The 960M is over $200. The 965M is inbetween, which means they're very close in price. What you're probably noticing is some bottom tier 750 Euro machines with 850M or last-gen 860M machines going for cheap, or plainly and simply manufacturers being greedy.

I have finally moved to a desktop. Also my guides are outdated as hell.

I'd say the 2nd - the Acer Nitro craptops aren't worth 750 Eu

around 20Mb/s

same with me, you should be able to stream 1080p60fps or 1080p30fps on twitch since twitch only uses up to 3.5mbps some reason lol
