Hey everyone, recently my CPU has been acting strange, when playing graphically intense games, FO4 SW:BF etc the CPU only goes up to about 60% usage which causes low frames per seconds.

The problem seems to solve itself randomly, keeps appearing and reappearing.

I have an i5 4690k and I am using an H100i to cool it, under full load it's max 70C or so, 40-50 on idle.

Google didn't seem to have any solutions, please help me, it's really annoying.   :(

Throttling? Thermal Throttling or....

If you meant thermal then no, stable temps max 70C when playing.

Disable any power saving feutures and set windows power plan to High Performance

No no no, i'm not having performance issues on CSGO, only on graphically intense games.

I have a 980 TI and a 620W PSU

EDIT: Also my windows settings are set to high performance, so are my Nvidia Control Panel settings.
