I like the EVGA ACX cards (ACX 2.0+, SC ACX 2.0+), they are really quiet and are cheap too!

If you're watercooling the sucker, then try to choose a card whose pcb layout is based on the reference design. This might simplify finding the right water block for the card.

I, personally, am a fan of the Gigabyte G1 Gaming Edition. Second would be the Zotac AMP Extreme Edition. That is just my cup of tea, though.

Aftermarket will pretty much just get you an overclocked card and a more expensive cooler, some of the higher end aftermarket cards have better power delivery, some are binned, but I'm not too sure on their pricing for your area.

You can same some bucks if you just get the reference. You'll be watercooling anyway.
