I like the EVGA ACX cards (ACX 2.0+, SC ACX 2.0+), they are really quiet and are cheap too! :D

If you're watercooling the sucker, then try to choose a card whose pcb layout is based on the reference design. This might simplify finding the right water block for the card.

ek sells blocks for most 980ti 

 

<insert "don't get a 980 Ti, get a Fury X instead!" remark here>

 

I'd go for EVGA every time. Good cooling, excellent customer service.

 

I don't know how quick or how good their CS would be for your region, though.

thats an idea I dont mind the fury x but its unimpressive in the VRAM/ HBM department

meh reference aint that great also not as good as aftermarket also whats up with the #locked thing in sig?

 

Aftermarket will pretty much just get you an overclocked card and a more expensive cooler, some of the higher end aftermarket cards have better power delivery, some are binned, but I'm not too sure on their pricing for your area.

You can same some bucks if you just get the reference. You'll be watercooling anyway.
