Power management driver issue

Hi so i just updated my gaming rig: 

I put a Corsair Cx750W instead of a CM 550w GX and a nvidia 760 msi OC instead of a Sapphire HD5750.

I also added a CM Excalibur fan in input.

I used an AMD software to remove the old drivers.

Since i have the new graphics card sometimes i hear a really acute noise, it's not a coil whine since it's totally random and it doesn't occur only when the system is stressed.

This sound is really rare and sounds like a car breaking(that acute noise you hear sometimes when car breaks).

I had no main issues since yesterday: I run a render in Blender and the PC froze, the mouse was still moving, but if i clicked something, pressed CTRL+ALT+CANC or the power button, nothing heappened.

I had to unplug the pc to turn it down.

Then my pc showed via windows message this: 

Download and install the driver for your power management system

I clicked on their link and it downloaded me a file called: AMDCoolnQuiet_Utility_V21801_XPVistaWin7

Should i install it? It looks a bit strange to mee because it's AMD's and i have no AMD components.

 

By the way my specs are:

I7 860@2.8ghz

MB Asus p7H55 m pro

6 gb kingstone 1333mhz

MSI 760 OC

Corsair CX 750w

CM Excalibur fan

Intel stock cooler

CM Ellite 333 case

Well that is the worst explanation of the sound lol but download Ccleaner and run the registry cleaner then restart and see if that fixes it.

There were 17 missing DLLs, and i last runt CCleaner yesterday lol
