Yes. The extra pin is for PWM fans. Two and three pin fans will work just fine. The pin functions are the same between 3 and 4 pin connectors.

If you mean plug a 3 pin fan into a 4 pin motherboard, then yes you can. Some of the new motherboards are getting lazy with voltage control(ie: leaving it out), so your fan might just spin at full speed.

Yes, the 4th pin is for PWM fans with a 4 pin connector.

 

And no, you don't need to worry about what 3 pins it gets plugged into, there is a plastic tab on the connector that keeps you from putting it in the wrong spot.
