Rosewill Cooler -Bad temps- Halp plz

So, I recent went along and built my second PC however after a month i got sick of high temps (60-80c) on my i5 4460 and bought a Rosewill RCX-z300. I removed the thermal paste that came with it, and used some cooler master thermal paste I had on hand. My temps on BF3 last night got up to 85 degrees Celsius, my cpus t junction is 72 degrees Celsius. does the thermal paste take some time to cure or did i install it wrong, should i try replacing the paste, the heat sink itself is amazing at 600 rpm, i cant hear a thing so i hope its not a problem with it. Please help.

What are you using to monitor temps?

Are you mistaking the IHS temp for the core temps?

I'd say your problem is fan speed if its at 600rpm under load. No way cooler that small can be effective with such low fan speed. Max rpm for that cooler is 2200rpm. Loud, yes, but also will bring temps down.
