Best twitch streaming device?

So I wasn't sure where to put this so here it is.

 

I plan to get some sort of device to allow my PC to record stream and do all that jaz without using a lossy program or tool such as Mirilis Action, or NVIDIA's NVENC codec which encodes the video with the built in encoder. 

 

I want a dedicated device to really show the quality of the video So far reading and looking around the best option seems to be the Elgato HD60 Pro PCIe card.

 

Any suggestions ideas or feedback would be great, and for those giving the "use a second pc to record and stream" I don't have a second PC and spending 2-300 USD is overall cheaper and more reliable being only 1 part. 

 

 

things I need with this tool is as follows.

 

  • 60FPS recording and streaming.
  •  
  • Needs to be really good quality and high bitrate recording no less than 40Mbps
  •  
  • Needs to be able to record resolutions no less than 1080p 1440p would be nice but not needed.
  •  
  • Needs to be able to work with OBS and or Xsplit
  •  
  • The file format needs to be a universal format like mp4
  •  
  • Needs to be able to record locale and stream at the same time. Or somehow accomplish that so I can upload and edit my streams to YouTube because twitch export sucks and 3mbps video is trash.

Thanks for reading and I await the recommendations and the People telling me to use fraps and lose 10FPS.

The Elgato PCI capture card looks quite promising ^_^ I had an Elgato capture card in the past, albeit not for the same purpose, but I think I can comfortably say they make quality stuff :D
