SORRY for my bad english!

Hi soon im goving to build my first pc. I need a look at the part becuse im a noob at this. my aim is 100% silent (or almost) when idle, and style. i have made to build one white and one red. I dont leav in usa, but norway so pcpartpicker i just a to see the parts. My budget is a littel flexibly if its needed. So which build gets your vote? 

Is 750 w good enough for the red one whit one gpu when everything is oc?

and will 1000 w be enough for two gpu when everything is oc?

also i what will be the biggest nois source in this build?

Also is Coil whine noraml on all 980 ti? or dose gigabyte have it more often? im very worried for coil whine :(

Sub 2000$, you can get a white cover for the CPU cooler, PSU was a tad overkill, SSD was definitely overkill

I just prefer white/black builds over red/black builds. I dont think that coil whine is a common problem for Gigabyte 980tis and you can always return it. As for the cooler, the cooling performance is about the same and the Be Quiet! one is probably quieter, I just like the look of the Cryorig more.

Why is the 950 pro overkill?

Can i relly oc memery, cpu and gpu whit 650w?
