If I put a mobo without usb3.0 is it gonna matter if the case has it I just won't use those ones then right??

Pretty sure you either

a) Cannot use the ones on the case

Or

b) The ones on the case are limited to USB 2

Cause why not 64GB SSD? That should be enough to hold a browser, an os and a streaming software?

Or did you mean game capture/streaming and eventual video editing from a 2nd device?

What is your budget/country for your new PC?

A 64gb SSD would fill up fairly quickly with archived footage

I was thinking about that but couldn't that be quickly exported over to his main rig whilst he's streaming or something?

Probably some way you could do that, but then you'd be stressing your router as you were streaming to transfer the files, unless the footage was saved to a very compressed format automatically

If your budget is higher grab a case, and maybe a WD blue over that hitachi drive, which is just a cheap decent drive

That's the highest reviewed capture card on amazon
