I'm running windows 8.1

After booting and starting all programs the ssd would remain at 100% activity as seen on the image for around 2-3 minutes and then go back to normal. This wasn't happening earlier.

I've tried disabling all startup programs, superfetch/prefetch, hibernation, pagefile, antivirus, windows update, optimize drives, spooler, doing sfc /s, checking the task scheduler, doing the maintenance, disabling windows search and deleting the index file, clearing the charms index/history, disabling windows store app, i ran malwarebytes and hitman pro and I tried some other stuff as well that I can't remember right now
 
Looking at the resource manager it looks like the windows is reading all the files from: C:\Users\%username%\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy
while nothing else is going on. After about a minute read/write drops to <1 MB/s but the high active time still stays.
 
Looking at I/O svchost is executing iops like mad and is hosting all these services: Appinfo/BITS/Browser/DsmSvc/gpsvc/LanmanServer/MMCSS/ProfSvc/Schedule/SENS/ShellHWDetection/Themes/Winmgmt/wuauserv
 
So I thought why don't I start disabling services one by one until the problem goes away, Windows doesn't let you disable core services by default anyway, right? Wrong! I disable Appinfo (name didn't seem that important to me) promptly lock myself out of task manager and a bunch of other administrative things, GG. After some tinkering I manage to enable it and I dare I not disable other services cause who knows what might happen.

Here am I asking you guys if you have any idea what is causing high IOPS and how to fix it?

now if it persists for more than two or so hours, look into

This happens every time when I start the PC and it's kinda neutralizing the benefits of the ssd
