Opinions on this build? This isn't for me it's for a friend who is a real conformist. He thinks this is overkill but I told him to fuck off. Anyways is it good?

I wouldn't say its overkill. It's a perfect build for the future. CPU is strong enough for games for the next 3+ years and the GPU can be upgraded whenever but its a 970 so thats pretty good for at least 2 years on 1080p as well.

Is the 390 better than a 970? Personally I prefer the 970 since it's from Nvidia and they simply offer more things. Like G sync which I have become accustomed to.

The CX would have been fine with the 970, but the 390+any OC'ing with the CPU/GPU would be stretching it thin.

First of all add a cpu fan in order to overclock the cpu, otherwise the build is really good, for 1080p or 1440p gaming its really good! For 4k tho its not! Also I would recommend you not to buy that PSU... I know its cheap, but its safer to get a more expensive one, because the power supply is the one thing that can fuckk up the whole PC! I would recommend a Supernova ;)
