It depends on the following factors:

 

1.) Which game do you think you'll have more fun in?

2.) Which game do your friends have?

3.) Do you prefer open world freedom chaos games, or instance arcade games?

4.) Is Zombies an important instance to you?

5.) Does Black Ops III's game modes interest you or does GTA's world and instances interest you more?

6.) Which game do you think you'll have fun in longer?

 

Some of these questions usually help me decide on which game i want to purcahse first, hopefully it helps you too. :)
