R9 380 Fan problem?

you're not the only one who misses the manual fan control that's been eliminated in the new CCC overdrive section. I never had a card get this hot before the fans kicked in. and I don['t think I ever had  a card get this hot because I always set the fan speed to my liking keeping the temps down, not letting the gpu heat up or heat up the system. feel abused so AMD can say they're more energy efficient. Lets hope they bring it back.

Hello all, first post. Im usually very tech savy but ive run into something im not use to.

MSI R9 380 fan wont go above 25% even under great load. Its not crashing and its still staying relatively cool. But im a person that wants better. My 270x I could change its fan speed and I had it always around 60-70% when gaming cause where I live it gets hot. Really hot. 115 in the summer.

Ive tried afterburner and CCC both wont let me, is it the card or a setting I need to change?
