When I build a new Rig I want to have the best for my money (Who doesn't?) and Im working out what GPUs to have.

Im possibly going to go with 2x AMD R9 390s or 2x GTX 970s Or 2x AMD R9 290Xs...

Im not really sure what to go for as they are all in my budget, but I dont know all the ins-and-outs of them, Could you guys give me some pointers and your opinions?

Spoiler

I would highly recommend you go with a single, powerful card rather than two less powerful cards.

Intel Core i7-6700K | Corsair H105 | Asus Z170I PRO GAMING | G.Skill TridentZ Series 16GB | 950 PRO 512GB M.2

Asus GeForce GTX 980 Ti 6GB STRIX OC | BitFenix Prodigy (Black/Red) | XFX PRO Black Edition 850W

Why? Just go with the best single GPU card, it's hassle free and you don't have to worry about the SLI/CF issues that come with games.

Early 2020 Build : Intel i7 8700k // MSI Krait Z370 // Corsair LPX 8x2 16GB // Aorus 5700 XT // NZXT H500

Early 2019 Build : Ryzen 2600X // Asus Tuff X470 // G.Skill Trident Z RGB 8x2 16GB // MSI RTX 2070 // NZXT H500

Late 2017 Build : Intel i7 8700k // Asus Prime Z370-A // G.Skill Trident Z 8x2 16GB // EVGA GTX 1080 Ti  // NZXT S320 Elite

Late 2015 Build : Intel i7 6700k // Asus Maximus VI Gene Z170 //  Corsair LPX 8x2 16GB // Gigabyte GTX 970 // Corsair Air 240

The two R9 390s would be the best shot for a 2-way setup, however you can get performance that is only a bit worse without the issues of SLI/CrossFire setups by buying an R9 Fury X or GTX 980 TI (of which I would recommend the GTX 980 Ti for the extra 2GB VRAM.) That and you will be looking at about half of the power consumption, while still leaving yourself with an upgrade path in terms of GPUs. As much as I love my GTX 960s, I have no GPU upgrade path past getting an entirely new card.

Main Rig: CPU: AMD Ryzen 7 5700X3D | RAM: 32GB (2x16GB) KLEVV CRAS XR RGB DDR4-3600 | Motherboard: Gigabyte B550I AORUS PRO AX | Storage: 500GB Crucial P3 Plus, 4TB Silicon Power UD90 | GPU: AsRock Radeon RX 9070 XT Steel Legend | Cooling: ThermalTake Floe 280mm w/ be quiet! Pure Wings 3 | Case: Sliger SM580 (Black) | PSU: Corsair SF850

Main Server: CPU: AMD Ryzen 9 5950X | RAM: 64GB (2x32GB) Corsair Vengeance LPX DDR4-3200 | Motherboard: ASUS Crosshair VII Hero WiFi | Storage: 512GB SKHynix NVMe | GPUs: NVIDIA TITAN Xp 2-way SLI | Cooling: Thermalright Frozen Prism 360mm | Case: Corsair 5000D Airflow (White) | PSU: Seasonic Focus GM850

File and Media Server (AOOSTAR WTR Pro): CPU: AMD Ryzen 7 5825U | RAM: 32GB (2x16GB) Silicon Power DDR4-3200 SODIMMs | Storage: 1TB Samsung 970 EVO Plus, 2x14TB Western Digital Ultrastar DC HC530

Classified Evga Kingpin 980 ti?

Sure. Why not? Just about any 980 Ti is good.

Also, I forgot to add the GIGABYTE 980 Ti. It's also good. As well as the ZOTAC AMP! EXTREME.

As Linus has said time and time again, one better card beats two not so better cards so buy a 980ti instead of 2 970's!

Go for which ever one you like the look of and has best reviews

Is that build quality or for cooling?

The K|INGP|N has binned chips in it, so it overclocks extremely well. The GIGABYTE is a good all-rounder. And the ZOTAC is the highest factory overclocked.
