Windows 8.1 MTP drivers problem

I have to reinstall Windows 8.1 on a new hdd as my old one got dead, this time i am facing an issue related to MTP drivers, i can't connect any Phone to my pc using usb in MTP mode, when i peak into device manager i got that yellow exclamation sign and when i try to update the device drivers its says, Windows has Device Drivers but couldn't install it', what does that suppose to mean, please help me out

It doesn't matter, i can't connect any Phone, Xperia Z3, Moto G3, Asus Zenfone 2 laser, Lumia 930, i tried these phones
