gta v problem

Hi,

I just started installing gta v yesterday and it failed i reinstalled it today and it failed.Basically what displays is The rockstar Services are unavailable.I go to the V logo everytime wait for that thing to load and poof nothing same message appears.I tried runnning as administrator and still ntg i tried everything and those Rockstar idiots cant reply to my god damn questions or tickets more than 5 weeks.

Linus has great people im hopping someone here can help.Im running on Windows 8.1
