After Effects Puppet plugin not working

Im trying to get my CS6 installed on my PC, I've gotten all the other Adobe stuff working fine but i keep getting a puppet plugin is missing error

I have tried a reinstall

Running windows 10 Pro

X99 build in signature

Did you allow the plugin?

Never gave me the option

So update.....
Couldnt figure it out, Adobe couldnt either so i ended up using a VM on my PC to use after effects on
