Build 2. That CPU will make your system at least twice as fast or so. It is worth $235 extra.

LIBERATOR: Core i5 6400 @ 2.7GHz | GeForce GTX 670 2 GB | HyperX Fury 8GB DDR4 @ 2133 MHz | 250 GB Samsung 850 Evo SSD
My new build; Liberator, Check it out

MY OLD BUILD (AKA PREBUILT MONSTROSITY)
INSANITY: AMD Athlon II X2 @ 3.0 GHz | Geforce GT 720 2 GB | 4 GB DDR3 @ 1333 MHz | 120 GB Silicon Power SSD | 500 GB Hitachi HDD

Twice as fast for 3 times the cost. I don't do a lot of CPU intensive tasks so it does not seem worth it to me.

Try an i5 4460. You will be able to see a performance leap between it and the 860k. It will be worth it.

Why do you have 2 SSDs? What tasks do you plan to do? One bigger SSD might be better and further shave off the cost.

Yes, but for gaming, the substantially better IPC offered by the i5 will help a lot.

-What do you mean by a "performance leap." because the "performance leap" would have to be 3 times as good to maintain the price to performance ratio as the 860k. From what I have seen, the the i5 can at best can outperform 860k by twice at much on certain games with a the r9 280.

-2 SSDs for raid 0. I have a external hard drive for backup.

Dump the r9 380 and grab a 960 extreme by gigabyte, find a dual channel 8gb ran kit as dual channel has a bit of performance gains, substitute a corsair rm550 for your power supply, and definitely stay Intel. You're using less power, getting much better performance, and everything around Intel is better. Gaming, single core, multi-core performance. It's worth the money.

The 4460 is lesser priced than the 4690k
