Strictly speaking no you cannot combine them with SLI since that term refers specifically to 2 (or more) nvidia GPUs, but if DX12 goes according to plan, you should be able to have them work together the way you are thinking of.

 

Though I'm not sure why you would; I'm pretty sure a 980Ti is powerful enough that it would totally eclipse the integrated graphics causing you to see practically no benefit at all.
