internal error (opening settings buffer) error when launching CS:GO?

Hello
So my friend plays cs:g​o a lot and now he gets this weird error - http://prnt.sc/8wr3bf - there are no helpful fixes on the interwebz so can anyone help him out?
(this happens if the other error doesn't appear - http://prnt.sc/8wres8)
