This build has a lot of issues.

The PSU is bad.

There is no SSD.

The 960 is a waste of space! (Compared with the 7950/280, 285/380 and 7970/280x)

I don't know if that is super fast ram, I am not that knowledgeable with DDR4

I don't think the new Skylakes come with CPU coolers do they?

 

Other than that yes change out the PSU for something like a Seasonic 520w or something of the sorts.  Grab an SSD, like a Samsung 850 EVO for a boot drive, it's really a big boost.  The 960 4GB is a wreck of a card, I'd personally recommend the r9 380 4GB.

If you really want to go with skylake, here it is.

 

I don't recommend skylake, this is because the motherboards are more expensive, ram is also more expensive for you.

 

R9 380 is a heck alot better in my opinion so i would go with it.

I believe that the K series processors do not come with CPU coolers (due to the fact that you know, OC with a stock cooler yada yada yada), though im not sure about the locked processors.
