I think it depends on the rules and laws of your country. We didn't even have Applecare where I live for a long time, because it offered a worse service than the laws about warranty. I know that here you can transfere any extended warranty as long as it is bound to the product and not on the person, as every warranty is here.

As far as I'm aware, Applecare can be purchased for macs within one year of the device's sale date from Apple. My dad does this with his iMacs and my mom did it with her Macbook. Also, the Applecare is tied to the serial number of the device, not the individual, so it transfers with it. At least that's been their experiences.

 

I'm not sure if you can buy it after that 1 year limit. Sometimes Apple will let you extend it if you missed the deadline by a week or two (even then, there's no guarantees), more than that will be pushing it.

 apple care is tied by serial number and apple id and as you said its an extension of the warranty, not a warranty renewer, to check if the product is still under warranty follow this link below
