RM-series is excellent.

 

Only worry about CX PSUs.

Fair enough, I was told they were quite bad.

 

Only CX. All others from Corsair are top-notch.

Uses: Gaming and very little video editing. Also Skylake, X99 and X79 would be preferred.

 

Also used parts would be fine!

The R9 390X out performs the 980 just slightly for a couple dollars cheaper.

This is just slightly over budget but it is a damn good machine.  You can take the SSD off if you'd like or get a cheaper one, I just threw that in there for some more power.  This is a beastly H170 chipset machine and the R9 390X just slightly outperforms the 980 non Ti and it's cheaper.  With a quad channel support for RAM 4 sticks of 4Gb 1866 speed DDR3 RAM will be no slouch.  Alternatively you can switch to 2x4Gb of DDR4 or more if you ditch the SSD
