I have a feeling this is a hardware problem, but I am not sure so I came here. I tried Googling a lot of key words to my problem, but I can't seem to find a solution online so I came here to try my best to explain it.

PC Specs

* Windows 8.1 * Intel i5-4690K @ 3.5 GHz * 8 GB RAM * MSI R9 280X * Silicon Power 240GB SSD * WD 1 TB HD * 650W Rosewill Hive PSU * Monoprice 24" Gaming 144Hz Monitor (main) * AoC 21.5" IPS Monitor (2nd)

The problem occurs MOST often after I finish a pug in ESEA. The game ends and then our scoreboard pops up in an htmlmod window showing everyone's RWS/K/D/A etc... Then I open console and type "quit". Sometimes it will go through and nothing will happen and I will carry on. However, most of the time it just freezes there and I wait about 20 seconds and nothing happens. I can move my mouse to my 2nd monitor no problem and click things on that monitor, but I cannot ALT + TAB, CTR + ALT + DEL, ALT + F4, CTR + SHIFT + ESC. I also cannot watch Youtube videos on my 2nd screen while this is happening making me think this is a GPU problem. The main monitor looks like its just a still image where my mouse can roam freely but nothing happens when I click everywhere. If I click the Start button on the 2nd monitor nothing happens on either monitor. Task manager doesn't show up. The only way around this is if I restart my PC and I dislike doing that often because it can damage my parts :(

The GPU was bought on Amazon refurbished 13 months ago so it has held fine. I'm not sure if the OC I put on it hurt it too much but it was stable. (Stock[1020,1500] -> OC[1150/1600]

I was thinking it could be a RAM problem, but iirc memtest showed nothing wrong.

Anyone else getting the same problem? If all else fails I was thinking of wiping everything and re-installing Windows again to start fresh.
