Cannot reboot my pc...

So I have installed windows 10 on my pc, and everything seems to be working fine, but when I go start>power>restart my pc will start rebooting and when it shuts down, it kinda freezes at that point. PC still works (fan LED glows, PSU, GPU and CPU fans working, but keyboard and mouse not working/not backlit), but is not starting up. Is that a common problem on win10? Cause I've heard of some reboot issues after an update.
