V-Sync is already on, the tearing only occurs when I have the controls open

It could be a flash or browser issue.  Can you post a video or screenshot of the tearing happening?

Mute the video unless you want to hear my sister talking in the background.

 

1. Go to Control Panel > Hardware & Sound > NVIDIA Control Panel and enable VSYNC + Triple Buffering under 3D Settings.

2. Your Windows Theme could be causing screen tearing. Switch your theme to Aero which is said to fix tearing.

3. Under "Start" right click Computer > Properties > Advanced System Settings > Performance and choose "Best Performance."

4. If you're using Chrome go to Settings > Advanced Settings and Check or Uncheck "Use Hardware Acceleration."

5. If you have Extensions with Chrome, experiment with turning them off and on. These can cause screen tearing.

I don't have windows 7. And even with hardware acceleration disabled I still get screen tearing ONLY when I hover my mouse over the video. Is this normal?

Is it normal for what happened in the video to be happening?

It really shouldn't be anything to worry about as long as it doesn't happen during everyday use of the computer.  If it only tears during a test, then don't worry about it.

Also, this only happens in chrome. Why do you think it is?

Try disabling some extensions.  THey have a tendency to cause tearing.
