Weird scanning/flickering effect when gaming?

Hey friends,

 

I recently upgraded to a GTX 980 and I game on my main monitor, no problems. But for some reason, when I have a game running, my secondary monitor (which is plugged into the mobo VGA slot) has this weird scanning or flickering sort of effect. Similar to when you record a CRT through a camera? 

 

Have any of you experienced this? I don't think there's anything particularly wrong, since on my main monitor there are absolutely no issues and everything looks stunning. Just curious as to what it is and why it's happening.

this is the monitors fault for that.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB 

138 is a good number.

Maybe, but I feel like it never did that when I had a 970 but maybe I just don't remember it?
