I am planning on cleaning my computer, as I have not done so in the past few months after I have built it. I can see a fair amount of dust and such on the back of the graphics card, although I am unsure of any safety precautions that I should use when cleaning the parts. Should I just use a cloth for cleaning the areas without any electronics and use compressed air for places like the graphics card? This isn't incredibly urgent, but help would be greatly appreciated.

I use an old toothbrush to get the more stubborn dust while I spray canned air at it. The only thing you want to make sure of is that the fans don't spin when you blow them with air as this could damage whatever they are plugged into.

Any specific way that I should prevent the fans from spinning, or should I just hold them? And could using the toothbrush on the back of the GPU and such cause potential harm?

No, just use your finger to hold them in place. And a toothbrush is safe on electronics as long as it is dry. You could also use a paintbrush, but because I always have toothbrushes around, I use those. Used them on my GPU's many times. :)

Also forgot to mention because I assume its obvious, make sure your stuff is turned off! :)
