is this true? short circuit without being used?

Modern PSU's have short circuit protection built in so if it were to short the unit just turns itself off. The best way to test a PSU is to just use the paperclip method and probe the 24 pin connector to see if all the voltages are within spec. If the PSU is a good quality unit and nothing went wrong they should all be with +/-0.5V of the standard.

As others have asked what PSU's are you running and system specs?
