some weird issue

so my icons have gone completely like they go blank but the wording is there. and everythings being insanely slow i already have an issue with my cpu underclocking itself at 800 mhz heres my build http://pcpartpicker.com/p/hMYxqs

I would check temperatures, because it sounds like you're thermal throttling. Now the NH-D15 shouldn't be causing thermal throttling unless you haven't mounted it properly, so I would remount it as soon as you can verify that temperatures are extremely high.

nothing anywhere is having a thermal issue at all ive even re seatted my cpu and re applied thermal paste temps have never gotten above 53 c temps arent going anywhere over 33 c cuz well.....my cpu will not clock over 800 mhz my bios are all defaulted ive removed my cmos battery ive even ran memtest im getting a new motherboard here on monday so maybe thatll help?

Yeah, it seems like if it's not the CPU then it'd be the motherboard - and that maybe the VRMs are dying/failing...
